The Story of Juan Diego.
One day in 1531 while walking home from the feast of the Immaculate Conception Juan Diego , an indigenous peasant saw a young girl surrounded by lights on the top of a hill. He recognized her as the Virgin Mary and she spoke to him in his native language and told him on the top of the hill he was to build a church in her honor. He then went to the arch bishop who informed him in order for that to happen he needed to go back to the Virgin Mary and ask her to perform a miracle. He did so and she told him to go to a different hill and collect flowers. It was winter thus nothing should be in bloom but instead he found on the top of the hill flowers all over of all kinds. He collected them and neatly arranged them in his simple plain Timalti (A sort of cloak traditionally worn at the time in the region) and returned to the archbishop. When he then opened his cloak to the archbishop the flowers fell to the floor and suddenly on the cloak was now imprinted the image of Our Lady of Guadalupe.
Our Lady of Guadalupe is the picture there and who they are praying to, and thus why all the flowers.

She is someone who ran for city council in the flushing district. She plastered tons of these signs all over Its been nearly seven months and some are still up and slowly fading so occasionally a snap a picture of them.
